marketing to the food insecure

Is it true that the food-insecure are unlikely to use foods that are unfamiliar to them?
In one of our proposals to develop appropriate technology for community-scale staple seed crop processing, we have received a follow-up question, part of which is: This seems in conflict with the desire to provide staple foods for the food insecure--the general population has never even heard of these [crops]. Would the average Appalachian eat millet?
